Muskogee Country Sheriff's deputies arrested a man Tuesday morning on complaints of kidnapping and first-degree rape.
The man, identified by deputies as Douglas Sail, was arrested in the parking lot of Muskogee Regional Medical Center.
Deputies on the scene said Sail was being arrested for allegedly kidnapping a woman south of Webbers Falls.
