Dennis Willis, 37, of Lindsay, has been ordered held in lieu of $50,000 bond on charges of rape by instrumentation filed in a December 2000 incident.
Willis is accused of having molested a 14-month-old baby.
Special District Judge Robin Adair ordered that Willis would have a court-appointed attorney and that he should undergo a competency evaluation.
Willis remains in Muskogee County/City Detention Facility.
