Consider approval of:

• Contracts with Jani-Klean Janitorial Service for cleaning Muskogee County Health Department and Muskogee County Courthouse Çomplex.

• Contract with Mayhew Consulting for computer support consulting with Muskogee County Assessor’s Office.

• Contract with U.S. Department of Agriculture and state Department of Agriculture for wildlife control services.

• Form regarding Briartown Creek project.

• Receive bids on 2009 truck for Porum Volunteer Fire Department.

Committees regular meeting; City Council special called meeting

PUBLIC WORKS AGENDA

Consider:

• Rezoning property on the north side of Shawnee Bypass between Country Club Road and North 41st Street East from Planned Unit Development to Office and Personal Service District. Security Alarms plans to build an office at the site.

• Amending future land use map and rezone property on the west side of North 17th Street south of Talledega Street from Low Density Residential to High Density Residential and rezone property from Single Family Residential District to Mobile Home Site District.

• Approving contract with Little Dixie Community Action Agency for housing rehabilitation management and technical assistance and receive update on housing program.

• Reducing the location of the school zone area on Chandler Road from 200 feet west of R Street to Virginia Street; to an area of 200 feet west of S Street to 200 feet east of T Street.

• Approving agreement with the Farmer’s Market for seasonal use of the parking lot at the Civic Center.

• Approving mutual aid agreements with the police departments of Checotah, Wagoner, Fort Gibson, Cherokee County and Sequoyah County.

• Approving appointments of:

• Mark Green to a three-year term on the Muskogee Housing Authority Board succeeding Jack Farr.

• Barbara Brown to a three-year term on the Muskogee Housing Authority Board, succeeding Naomi Robins.

• John Bolding Sr. to serve the remainder of the unexpired term of Don Bankston on the Muskogee Housing Authority Board. Term ends June 30, 2011.

• Doris Gruntmier to a three-year term on the Historic Preservation Commission, succeeding David Garrett, to serve as a professional member of the commission.

• Bob Luttrull to a three-year term on the Eastern Oklahoma Development District board of directors, succeeding Jim Ritchey.

• David Ragsdale to a three-year term on the Civic Center Advisory Commission, succeeding Robert Perkins.

FINANCE AGENDA

Consider:

• Approval of bids for Water Distribution for miscellaneous field material.

• Approval of a request from the Housing Authority to waive payment in lieu of taxes to allow the authority to use the funds that would have been used to pay the taxes for various capital improvement projects. The $71,366 will be used for improvements at Honor Heights Towers, Green Country Village and Port City Acres.

• Approval of ordinance implementing a new state law that allows the Municipal Court charge defendants $30 court costs plus the fees and mileage of jurors and witnesses. The fee has been $25.

• Approval of three-month contract with Lynn’s Aviation Management LLC for management of Davis Field and Hatbox Field.

• Accepting Oklahoma Department of Environmental Quality permit for construction of 343 feet of six-inch PVC water line to serve the residence of Jackie Shearhart.

• Accepting grants from the City of Muskogee Foundation for:

• $50,000 to be used as the local match for Centennial Trail Phase IV.

• $25,000 to support the Muskogee Wellness Initiative.

• $35,000 for the Personal Financial Literacy.

Program at the Martin Luther King Center.

• Awarding demolition contracts of $138,800 to the low bidder, A&R; Demolition Inc.

CITY COUNCIL AGENDA

Consider:

• Holding executive session and afterwards take action on contracts with International Association of Fire Fighters, Local 57; Fraternal Order of Police, Lodge 95; and American Federation of State, County and Municipal Employees, Local 2465.

WHAT: Regular meeting.

WHEN: 9 a.m. Monday.

WHERE: Council Chambers, third floor, Municipal Building, South Third Street and Okmulgee Avenue.

AGENDA

• Hold public hearing on request from Lon Turney, Security Alarms Co., to rezone property on East Shawnee Bypass from Planned Unit Development District to Office and Personal Service District to allow the property to be developed commercial for new company building.

• Hold public hearing on requests of Raymond Mackey Jr. to amend the future land use map and rezone property on North 17th Street from a low-density residential district to a high-density residential district and mobile/manufactured residential district.

• Hold public hearing on request of Earnie Gilder, agent for Heartland Surveying, to consolidate lots 12, 13 and 14 of Canard Addition into two tracts. The property is west of 44th Street on Oklahoma Avenue. Single-family residences are planned for the lots.
